Why isn't the bar full?

The bar fills as the work gets done. A partly full bar just means there's more still to complete today — it moves on its own as items are finished.

Why can a small location show an extreme percentage?

Percentages swing hard on small numbers. A location with only a handful of records can read 0% or 100% on a single result, so read the rate alongside the count it's based on.
